The development of the Nemo was based on the GM II, a mass-production mobile suit of the Earth Federation Forces.

The GM utilized collective tactics during the One Year War and achieved some results in battle. However, during Zeon remnants’ hunting after the war, they were no match for Zeon mobile suits, which were mainly fighting guerrilla warfare. In the end, it could not escape the fate of being a low-cost version of the Gundam, so it improved with the times (a 360-degree linear seat, sub sensor unit, etc.) to become the GM II.

However, despite titanium alloy being used for its armor and it being a less than second-class mobile suit, the number of GM II’s produced was more than ten thousand. As such, its advantage of having easy to acquire parts couldn’t be overlooked.

The AEUG, who had just deployed the Rick Dias to the Argama, was forced to choose a mobile suit to be loaded onto two new battleships under construction in Amman (an Irish type and the Radish). Despite its high performance, the Rick Dias could not keep up with mass production. The Marasai, which was initially scheduled to be deployed to the AEUG, was sent to the Titans due to the Alexandria being in port at Anaheim. On the other hand, the Nemo, a new mobile suit with inferior performance compared to the Marasai, could be mass-produced and had the advantage of sharing common parts with the GM II. As a result, the Nemo became the AEUG’s mobile suit as the MSA-003.

Nonetheless, with mobile suits being developed one after another, the lack of power often became a problem. The AEUG secretly ordered Anaheim to manufacture an improved variant of the Nemo. However, the generator upgrade was unsuccessful, and the replacement was the beam cannon, which the GM Cannon adopted. With the assassination of Commodore Blex, contact with Anaheim deteriorated, which significantly delayed development. The first unit was completed on the day that Axis slammed into the Gate of Zedan. The reason why it’s called the Nemo III is that the enhanced output type was classified as the “II” and the beam cannon-equipped type as the “III.”
